Re: keyword limits
You can use all of the keywords you want. Remember that a few keywords per page for optimization is far easier and will be easier to make sure that the content makes sense.

In meta tags 20-25 per page.
However, even though "Rules" allow up to 100, it is more desireable to use no more than 50 individual Key Words, and, even better, 20-25 Key Phrases, which are often more effective in creating unique values as well as limiting the "competition" for those words as phrases themselves are more complex -- providing that they are precisely anchored in the Content for the page entered on.

It is important to be aware of all of the 'Rules" and Best Practices in contrast to each other to better understand the symbiotic nature they provide for overall Site Relevance and Model.

Re: keyword limits
"Anchored" means that the word or phrase actually appears as regular composed textual Content on the web page itself.
Not only should your Page Title, Key Words (Key Phrases), and Page Description follow the same Rule that they be "anchored" words and phrases, but that they follow the same continuity of relevance....demonstrated by purple coloring to show "repetition" and unilateral relevance.
Example
Page Title: currently "Beas Shoppe, your research and information center" >> better as >> "Information, Topical, Resource Search Assistance & Products at BeasShoppe.com"
Key Words: currently "resource, information, research, knowledgebase, products" >> better as >> "information resources, research services, topical information searches, research products, internet research services, knowledgebase building and outsourcing"
Page Description: currently "www.beasshoppe.com We are a resource, information, research and knowledgebase website." >> better as >> "Find the help you need for your information and research projects and knowledgebase maintenence by relying on the professional services and technical software and product offerings available from BeasShoppe.com" Note the corrected composition (no double spacing) and completion of terms in addition to normal description information.
You have a lot of room to compose much tighter, more descriptive text on your index page (and your few other pages also), which should include the words and phrases used in the above examples.....using phrases, thus, appears more 'natural' to both the keyed-in search requests of visitors, but also to the Search Engines themselves, which will add singular values to your site contrasted to your "competition" based on the uniqueness of your useage and textual reference and relevance.

Re: keyword limits
Anchored also means that you have inbound LINKS pointing to your site for that keyword.. and also that you link that keyword to the page that actually contains the product or indepth discussion or description of what you are generically describing on the home page.
Also unless there has been a major change I am unaware of .. keywords in your meta tags really dont help you anymore...except in the case of keyword stuffing where the SE will pick up on immediately and sandbox you. I also dont believe that you can optimize a page for more than 5 main keyword topics and phrases.. the rest if you use them should be additional descriptors of those main keywords. In my mind the only reason to use them is to keep yourself focused on the content of the page, since each page can have its own meta.. not just home. The SE may now use them to see if you are honest.. and in that light help you.. but you are better off NOT to use them than to put a bunch of garbage there and find out the hard way.

I personally do not rely on assumtions or personal opinion when it comes to page construct and especially optimization, preferring instead to keep abreast of current Best Practices and industry standards to achieve desired results.
* A good resource for how Content is constantly being valued and how things change is "eContent Magazine" and their regular sessions (no personal opinions, but a balanced spectrum of industry professionals).

And that magazine is somebody's personal opinion or it wouldnt be in existence..albeit it does try to be fair.
