You can't get a free upgrade to XP, M$ wants you to purchase it separately.

You shouldn't need to upgrade to XP to extract files, try downloading winrar

WinRAR archiver, a powerful tool to process RAR and ZIP files

http://www.rarlab.com/

WinRAR provides the full RAR and ZIP file support, can decompress CAB, GZIP and other archive formats

And see if this tool will let you extract whatever file
