No, phpBB is in the process of getting set to finalize phpBB3, so it's pointless to put too much into a phpBB2 forum.

phpbb3 "unstable release" is ready...is that kosher to download, or wait for a "stable" release...

Go for it. It's been tested enough that it can be used in a live environment - just make sure you make database backups before and after installation.

Also, I don't think they have the migration thing put together, so you'd be starting with a brand new forum.
