How do you do a forum site?

I would like to have a site like this, a simple forum site, but I only know html. The web programs that I've seen just paste pictures, text and links. I know how to do this. Can any one help me....I just need the basic frame work and I can input the rest. Thank you very much.

phpbb.com is far more than pictures, text and links. I mean if you mean forum. And of course this site uses vBulletin.
