How do you make a rollover with a video?

You know websites or on chatlines e.g. Windows Live Messenger, they have rollovers at the bottom of the page and when you mousover the rollover it comes up as a video, I want to do that. How do you it? I tried to upload a video on the "Mouseover Image" browse tool, but it won't show up when I preview it. Does it only work if you publish the page?

What is the forum program that you installed?
