Fatal error: require_once

I have this problem when I try to control members if I select delete all option and then click on continue button I get the following error message

" Warning: require_once([path]/includes/class_mail.php) [function.require-once]: failed to open stream: Permission denied in [path]/includes/functions.php on line 936

My question how can I fix this error?
