How to create a Fixed Toolbar for my website?

I want to add a fixed toolbar to my website, but having no luck. A fixed toolbar is fixed at the bottom of the webpage and does not move when you scroll through the page, just like vodahost's fixed toolbar at the bottom of this page. Any one know how to set this up? Appreciate any help. THX
