I use Public Library and City College of San francisco computers. Can I download Bluevoda to my usb to create my site? And... and...would I need to download to use Soholaunch? Thank you.

No...You can not run BlueVoda from a USB, it has to be installed on a computer.
If you can not do this, just use Soholaunch, Soholaunch does not have any
software to install and you can access it from any computer.
