basically i need to be able to allow people to access my site and upload photos and comment about friends and their achievements
also i want them to be able to pay for this access

Youd be better off using a cms installation or a word press installation for this kind of thing... and since you are charging.. or RELETTING the space its very likely against Vodahost TOS (terms of service). Check before you build.. you need a dedicated server for this kind of SOCIALIZING.
