cPanel File Manager Upload Size Limit

I need to know what the file size limit is from cPanel/File Manager. I'm needing at least 300mb for one of the files I need to upload for my site/sites. If the limit is less than that, can it be increased? Who can change that, me or Tech Support? If Tech Support has to do it, how long does it take them to get it done?
