Template Question

When installing a 3rd party template I downloaded online I am trying to put it together which is kind of like putting a jog-saw togteher if this makes any sense to anyone? (being a newbie)

Anyway, I am just arranging the template buttons tabs, (contact us, about us etc) and as an example there are two sets of each "about us" along with two sets of "contact us" etc but one set of each says "about-us-over" and "contact-us-over"

What does this mean anyone?

P.S what does CSS mean and stand for?

The "over" means roll over (I'm guessing since I do not know the template).
A roll over will change the button when you mouse over it.

CSS means style sheet.
