I've watched the tutorial which has the 4.8.1 version for Soho, but in the current 4.9.14 version I can't find the template builder. Is this still an option? If not can, I still install the older version? I feel like an idiot. Very frustrated. Thanks.

Yes, its still there, but its very sluggish. Its in the template manager second tab on the top there.
