Paypal shopping cart

Hello all, I have just completed my fist website with the help of the vodahost tutorials, I now wish to have a paypal shopping cart but cannot find out how to have free postage for orders to uk and a charge for everywhere else. Have looked on paypal but cannot find the postage calculations anywhere. Am I being stupid and missing something obvious.
