Paypal Subsciption & PAP Integration

Please let me know how much it would cost, and how long it would take to accomplish the following:

I am trying to create a website which has a member area requiring payment through Paypal subscription. I would like to integrate Paypal payment with BV website membership, and PAP. I also need assistance in installing and setting up PAP. I would prefer to have the user id to be the member's email address if possible. The system would need to offer the following options: remember the user, remind user of password, change password.
