I need it so that my members can write blogs, not only that, but I want a portion on my home page where we can see when a Blog was created and sort of like a box or something showing the blog preview ..

You'll need to provide a clearer description of your project before anyone can offer a solution or quote:
1. Are you intending to auto-create separate blogs for subscribers?
2. Are you asking for a "Preview" of the Main Page of a separate Blog, or a snapshot of an individual post?
3. Do you have a link you can provide of another website you are trying to emulate, to make it easier to understand the concept you are trying to describe?
4. What foundation are you using (Blue Voda, CMS, Dreamweaver, etc.)?
