I was thinking a single part of a page that could be easily edited and posted to keep website very current, like a single window in a page that would be able to be typed and pasted and then uploaded to replace previous window, without doing the whole page.

It's called an Inline Frame (or iFrame), and you can learn how to create one by studying the Tutorial.
