localizations of BV interface

As I understand it the BV is english language orientated. It is an ideal product for all users. Have used program to edit and compile right to left charsets (Hebrew) with no problems with the correct page encoding added to the html being the only prerequisite.
Could the BV program be localized to cater for non english users?
