Creating new user access to cPanel?

Good Morning,

Fairly simple problem I have here (I hope). I am trying to get another user to access my cPanel; however, I can't seem to find a way to create another user name/password? I must be missing something here.... I am not very computer friendly and any help would be greatly appreciated.

You can change the Cpanel password but you cannot create another Cpanel password for use by others.

You may however grant another user FTP rights.

So I can't even change my own login account name? Or create a new one? I can only change my password to current user... okay.
