Outlook "Send test e-mail message"

I've set up my account on Cpanel.
Now i'm trying to configure MS Outlook.
All seems to go well except during the "Test Account Settings" portion of the E-mail account setup, the "Send test e-mail message" fails.

The error states: The specified server was found, but there was no response from the server. Please verify that the port and SSL information is correct. To access these setting close this diolog, then click More Settings and click on the Advanced tab.

I've tried clicking the "Advanced Tab" and i've tried both selecting and deselecting the SMTP "Requires SSL" tab.

Any idea on what may be causing the problem with the "Test E-mail"
