I have a contact form which cannot send/receive the special characters(à, ù, €....)
somebody knows how to do ?

As alluded to in reply to your earlier posts, the International Language of the Internet and Computers is English, meaning although individual users can configure their own local systems with a language (and characters), that does not equate to the universal ability to include such in the configuration of common Utilities and how they individually display information.
There are some utilities that have the ability to compose using language Characterizations, but most do not, including BlueVoda (which is no longer CSS-based), as they instead focus upon compliance, with universal functionality an essential element to satisfying both that compliance and Users overall. You have to find one that does what you want it to do for a price that is acceptable.
Use Google.fr to find one specifically geared to French.
Or, simply compromise by spelling out "Euro" for instance, or default to PayPal to present as expected upon Customer checkout ... but again, that is a website application. Placing characterizations in your Contact Form via BlueVoda is another thing altogether ...
