Log onto my mail accounts

Hail All!!!

Ok, I'm like out of town and on a different computer I am trying to log onto my mail accounts and I cant send any mail but I can recieve.... I've set up the pop3 mail account and everything what am I doing wrong?

here is the error I recieve:
