Help to transfer site

I copied the full backup using cpanel to my computer. The file name is
backup-7.27.2005_21-46-17_leagueci.tar.gz
Now what do I do? I have smartftp for tansfer but I don't know what to make of this file. Is it zipped or what? Do I just upload it to public_html or ?
