Can one 'over-publish'?

Hello - Yesterday I published my husband's site (www.cemops.net) Client I.D. #11557. Today, upon reading the section on FTP Publishing, I again published to public_html - which seemed to be the same as I did yesterday. I hope I haven't overdone it

When you publish to public_html, you are just over-writing the
existing file on the server. It's just like saving a file on your home computer. I have never heard of any limit. I have re-published my
pages at least a hundred times!
