I uploaded a file via ftp into public html. How do I open it and have access to it?

If you go into your control panel and go to the public_html files as you earlier asked where were - click on them - and you'll see all the files, pics, pages, etc in the public_html file - find the file you uploaded - and click on it- on the right hand side of the page will give you options to open it, etc.

and just to add to what Bethers is saying, you will need to publish the link on your webpage if you want others to access it ...
