e-mail form wont work

i tried to make a e-amil form i did what the tutorials said to do
but when i tried it and put in all the areas and then pressed submit
then it said somethen about not having a encyption on this page or somethen
then it took me to an outlook express....im still not sure if this was suppose to happen but i went along with it anyway and i sent the e-mail but it said i could not what happend?
