What is a "Compact P3P Policy"

Can someone explain to me what this is and do I need one. I think it has something to do with third party cookies.

If you have a Privacy Policy or maybe a Terms of Use, that would mean you're part of P3P.

If you use information from your visitors in any way like sell it to a third party for example, you will need a Policy.
