I had to reset my modem because there was a problem with my internet and reseting my modem changed my IP address and now I get a 403 page when I try to view my websites and trying to get to my admin panels.

Did you ban every ip address's from accessing your site except for your own?
Otherwise the ip address of your computer has no effect on connecting to your site.
If you are using an external program that runs on your computer to connect to the mysql database then you just have to add your new ip address to the access host list and you should be good to go. But if you are talking about not being able to access something on your website through your browser, then your ip shouldn't matter
