I wouldn’t worry about it, from what I can make out its an old language that is very rarely used now days as a lot of people thought it was going to be a pay for license & stopped using it . There are a few US universities still using it, but that about all.

Way back in time, when the internet was first being developed there were different protocol types, gopher being one of the first (http didn't come about until later). Its just a different protocol type, there aren't any licensing issues that I know of, at least not to use gopher, perhaps to run it but I doubt. It doesn't make since to charge for something that is already barely used as it is.
