Dummy Page

Hi!
I want to use ARELIS to develop a Link system for my web site. This requires that I create a 'DUMMY PAGE' file (from one of my BlueVoda web pages) on my hard drive. This will allow ARELIS to use it as a pattern to make a Links page. Once the link page is filled, then I import it into the proper web page in BlueVoda. Since it is based on a BlueVoda web page, it will be similar in appearance.
Can anyone suggest a way to do this?
