Stuck on the index page

I have created the name on my site and I'm playing around with some pictures for the home page. Now I need to start creating links to the items I will be selling, terms & conditions and such. I have gone over the tutorials many, many times to no avail. I am totally new to doing this sort of thing and it seems like many steps to creating a wesite are missing in the tutorials. Here's my questions:

1. How do I go about creating links?
2. Do I create a new page for each link?
