Publisher Templates vs Blue Voda

Is there a way to upload a MS PUBLISHER template into Blue Voda?
I have a customer who wants his front page to look like a newsletter or magazine. I have considered using Joomla but not sure that he will be changing he content all that often, perhaps 4 times a year for different issues. Is this possible to do in BV or would me best bet be to jump to a CMS program?

if you save the Publisher design/layout as a jpeg or gif you can put it on the page in web builder using the image tool...Hope that helps... Doug
