won't allow access on Microsoft Explorer

I am having a problem with my index page allowing me access to the next page. It states "no access on this server and a 404 error" I can fix it occassionally and it doesn't happen on every computer. Any ideas?
My index page is: www.HamiltonHomeReview.com
The next page people click to is: www.HamiltonHomeReview.com/contents.php.

Perhaps the new PHP is part of the problem?

Some of your links for contents (home) are linked improperly. They should be linked to contents.php but on several of the pages the links are content.html this is your problem. Also your menu bar should be in the same place on every page, it is very inconsistant throughout the site. Navagation is a bit confuzing, and one of the pages doesnt have any navagation at all. Not bad but still needs work.
