Creating "Hoplinks" and inserting them.

Can anyone help with the proper location to paste hoplinks or hyperlinks on a page? Do you have to be on an administrative page or just on the open site page you would like to paste it on? If this question sounds dumb please keep in mind I am new to this website creation and posting buss.
