Local file and inline frame.......????

Certainly this question was answered before, but I want to make a inline frame with a local text file I have in my computer.So far I know in order to do this you have to make a new page with the text and publish it.Then on properties you include the URL of that page.
Is there any other methods I can apply for this example or publishing is the only way possible?

Publish is the only way...........you dont want everyone crawling around inside your computer do you ??

Anyway it cant be done.
