Scrolling text in banner

Can anyone tell me if I can inert scrolling text into a banner? I am very new at this.

Use the Marque icon
insert your text
put it on top or your banner

I am trying to do the scrolling text in a banner and can not even find the marque tool, as this thread outlines....can anyone help?

3rd. icon from the left in the top tool bar....next to the link icon :)
