How to redirect to a specific position at the page ?

Hi,
I need a help to how to do that when I click over a phrase is go to specific position on the page. For example. I have a list of frequency questions (1 to 10) and after them, I have the answers, but I want to do, when someone click at specific question goes automatic down to que answer and after near for the answer an option to go up.
Ho I do it ?
