In order for the back ground image not to repeat the original image must be the same as your page dimensions. IE: if your page is 1000 by 980 so must your picture, you can not stretch the image to fill the back ground using the blue resizing handles as it will distort, you have to use an imaging program. But you must also keep the kb's low or it will take forever to load.

I have also often wondered the same thing. So what program would you suggest to resize your pic to the 1000 x 980 and also keep the kp's low?

You can use the pix resizer, photo shop or other programs like it. The thing you are really wanting to reduce is the bytes, the lower the number the faster it will load.
