making a simulation game

i know u cant do it on voda, but does anyone hav any idea on how to make a simulation game on the internet. not an actual playing game, but like...a fantasy sports game or something like that. i know it'll take a lot of work, but does anyone know a site that can help??? ( i doubt anyone will, but...)
