It's it possible to add an browse and upload button to my website for people who may want to submit documents or photos?

Yes you have to add a form to your page (site) use the form wizzard to find the type you want then add a file upload to the form. Make sure that you size the form area to include it and name all the fields (name, email, upload, ect.). There are videos on creating forms that you should watch if you have not made a form before.
