Problem viewing uploaded files

Hello,
I made a form where users can upload files by sending me an email... I get the email with the file link and everything... the problem is that when I try to open it, I get this message:

You don't have permission to access (insert directory) on this server.

How can I fix this? I first thought it might be that I have the folder password-protected, so I took it off for a sec but I still got that message. I also turned on the indexing of the uploads and it said that there were no files in the folder (while on FTP and cpanel I could see the file). I also tried changing the permissions of the file up to 777, and still nothing.

If they dont upload it, you cant get it..they would have to attach it to the email if its just done with email.

Ftp folder is not the same as public html and you would have to login and retrieve the file in the ftp folder.

So.. look in the ftp folder, move it, download it, or whatevr you want to do with it.
