French page does not work

I HAVE SENT 4 TICKETS ALREADY AND DONE EVERYTHING THEY ADVICE:
- CREATE A NEW FILE ON CPANEL
- PROGRAM PAGE VIA TOOLS - OPTION AND CLICK UNABLE UNICODES...
- GO OVER THE PAGES TO CORRECT THE EVENTUAL MISTAKES...

NOTHING WORKS! THE FRENCH PAGES DO NOT APPEAR.

TODAY I RECEIVE A MESSAGE SAYING: YOU ARE NOT ABLE TO USE SPECIAL SYMBOLS (ACCENTS) !!
I HAVE ALREADY CREATED ANOTHER SITE: WWW.MAXLIGUA.NET IN 3 LANGUAGES. THE PROBLEM IS MY OLD COMPUTER IS BROKEN AND I DO NOT HAVE LAST PROCEDURES.
CAN ANYONE HELP PLEASE?

I have already made all steps to make french pages of my site: www.xpatrelocation.con readable.
Can someone give a tip?

I do not have notepad but wordpad, is the same?

once copied-paste text in french i cannot register page but in RTF format, no problem?
if not, then I send these documents to BlueVoda builder and then i publish. Am i right?

Did you clear the cache and reboot your computer? Did you link to it correctly.?

Do NOT MAKE DUPLICATE POSTS.

Works fine for me. All the links work except the contact page.

On the Welcome page, the contact page link is contact1.php
On the Contact page, it is contact.php

Similar conflict on the FR side.

Besides, the pages have no title.

Have some content on Services.
