Publishing PHP/Form wizard

i noticed when i save my page as html the forms i add do not work but they will on php. but when i change the page properties to php and publish the page it does not update when i go to the website. how do i publish php or what am i doing wrong with the form wizard as it doesnt work on html?

Forms must be published as php
Make sure that when you link to your form the link goes to the php form.
