Maintaining orderly updates

How can i make sure that when i make a change to my main page (index.html) that all subsequent pages get the change as well rather than going to each subsequent page and make the same change.

I have two navigation bars that are the same acress all pages - i want them fixed and any changes i make to one i want it to reflect on all pages.
