There are some basic steps for create https:// URL.

1) First you have to consulting web hosting site.

2) After that you have to choose your domain say .com, .net, .uk...

3) You have to choose plan provided by web hosting company to publish your content on site say 1gb, 2gb ....

4) Company will provide you your site address with login details to publish your content on site by http:// or FTP service.

First you have a FTP account and the website which is copy to that FT. Then choose your domain like .com, .co.in etc. then choose the space on the Server. Then you can create the URL.

The person doesn't want to know how to create a website or publish one. The person wants to make SSL, which you need two things to do this, you will need to get an SSL for your website. Additionally, you need to get a dedicated ip too.
