Set up phone system

I'd like to set up a phone system where clients will be charged a fee when they call for serevice. What phone company is best, and also how do you set it up? Please help. Thanks for your help.

Depends on what part of the world you are in. But just phone your local phone provider & ask about premium rate phone numbers.
