You don't know what you are talking about: you likely mean to refer to "image mouseover" or "image tooltip" scripts which can be applied as formatting to images, buttons, etc.

You will find a good selection of these scripts "free" HERE, and by doing a simple Google Search for similar scripts using the keywords suggested above to locate dozens of additional sources (something you should have been more inclined to do initially).
