Help with down load

hello.. I have been trying to download the set up for the web page and it will not install..
It gets almost finished and stalls...
A if the setup link is not complete..
Can someone help please?

Hi, please create a new windows user in the windows control panel, then reboot your computer into the new user, then try to install there.
