Just a newbie here, but I think this may be a clue as well. You have an index manger in the cpanel and you can choose which ones are viewable to the public and can lock out certain index.htm, and index.html. Some cpanels require you to change the status there to actually publish a page and while i havent seen that as a requirement here, it could be a solution for future solutions when you arent building in blue voda or importing thru the cpanel. It might be when you just upload the pages via ftp, that you have to go in there and make it viewable.
