Removing mouseovers from buttons

When you create a linking button you seem to have to create a mouseover. I want buttons without mouseovers. How do I do this?

Right click NavBar under styles use the same design and font for the mouseover.

Bill, doesn't that produce a transparent mouseover? I'd like to eliminate the mouseover all together to improve the delay in bringing up my website.
