New to PHP and MySQL

I am new to PHP and MySql. how would I create a Sign_In page to allow only visitors that I give username and passwords to?
And what are all the PHP files in my public folder for?

See the posts under FORMS for your sign in.. and also search for Login Forms on the forum here.. should get most of your answers.

Ive no idea what the php files are for unless you installed them or published them.
